The USDA is the second largest federal funder of nutrition-relevant research, with activities across multiple agencies (Table 1) (133). The Farm Bill requires the Secretary of USDA to establish and support food and human nutrition research as a distinct mission of the Department, including coordinating nutrition research within the Department and with agencies across the federal government, as well as using formalized mechanisms for external input. The USDA also has a major focus on implementing federal nutrition programs to segments of the public, which constitute the majority of USDA's budget.
