Appendix
The Appendix consists of three sections. Section A provides details on the first stage of the IV regressions and the selection of the instrumental variables for the local public health policies. Section B shows that our main findings are not sensitive to the adjustment in COVID-19 case definitions in Hubei province in February. Section A contains details on the computation of the counterfactuals.
